Promotion of family farming in West Africa – Pafao 2024

Since 2009, the Programme for the Promotion of Family Farming in West Africa (PAFAO) has been jointly supported by the Fondation de France and the French Committee for International Solidarity (CFSI). It is supported by the JM Foundation. Bruneau (hosted by the Fondation de France) and the French Development Agency (AFD).

Promotion of family farming in West Africa – Pafao 2024The Joint Action for West-Africa (Jafowa) programme is part of the capitalisation component of the programme. The Network of Farmers’ and Producers’ Organizations of West Africa (ROPPA) is a member of the Steering and Monitoring Committee. The programme supports or has supported more than 330 initiatives since 2009 (annual “general” call for projects and 6 Coup de pouce calls.

The overall objective of the Pafao program is to:

  • Promote local initiatives to strengthen access to healthy and quality food, produced by viable and sustainable West African family farming and processed in the country or in the sub-region, while ensuring an equitable distribution of added value on value chains (this is the present call for projects) ;
  • Capitalize (produce knowledge) to draw useful lessons beyond projects, for organizations and for advocacy actors. The challenge is to contribute to the documentation of the sustainability of this agricultural and food model, which is likely to challenge decision-makers to take these issues into account in public policies;
  • Support the construction of scaling strategies so that successful initiatives do not remain marginal but occupy
Funding 
  • The minimum contribution from the Pafao Support Fund is 10,000 euros. The maximum amount that can be requested depends on the duration of the submitted initiative. The maximum contribution has been set to 18,000 euros for a 12-month project, 36,000 euros for a 24-month project or 60,000 euros for a 36-month project. In the case of multi-year projects, the distribution of funds per year is unrestricted and depends on the life of the project.

Eligibility

This call is reserved for projects carried out in partnership by at least two organisations, one West African and the other European (which must be an EU member country). If the leader is a West African organisation, then the main partner must be European. Conversely, if the project leader is a European organisation, then the main partner must be West African. This partnership must be formalized and pre-existing to the project for which the grant is requested. Other organizations may intervene as “other partners”.

The project leader must:

  • be a non-profit legal entity based in West Africa or Europe (EU), such as: farmers’ organisation (PO), West African NGO, support NGO active in West Africa or Europe (European Union – EU) insofar as it acts with local partners. Cooperatives are also eligible. Public institutions and local authorities are not eligible as holders;
  • be registered for more than one year;
  • have previously carried out actions in the field of agriculture and food.

The partner must:

  • be a non-profit legal entity, such as: farmers’ organisation (PO), West African NGO, active support NGO in West Africa or Europe (EU) insofar as it acts with local partners, research and/or training organisations. Cooperatives are also eligible as a lead partner. Local authorities can be the main partner provided that their role is decisive and explained in the grant application (PLEASE NOTE, other public institutions are not eligible as “main partner” but can be part of the “other partners” of the project);
  • be linked to the project leader by a formalized partnership that pre-exists the project for which the subsidy is requested;
  • Have participated in the definition and implementation of the project. Their role and added value need to be made explicit. The West African partners of the European organisations play a leading role in the design and implementation of the proposed project.

The application, completed in French or English, should only be sent by email to the following address: secr.aea@cfsi.asso.fr (Word file, accompanied by the Excel file for the budgets and the requested annexes). The sending will be done in several emails, each of which will have a maximum size of 8 MB. The deadline for receipt of the application by email is Monday, May 13, 2024.
